I was wondering, is there anyway in the settings, etc. to cause FS to start with the engines off so you can do a cold start-up?

I believe not. If you want to start cold and dark take a small Cessna, or something which is easy to shut down, and then turn off all batteries, magnetos etc. Save that flight as 'Cold and dark', and then whenever you want to start cold and dark, load this Cessna flight, and then change the aircraft, airport etc using the menu bar.

Most paywares come with an option to start cold and dark, although some (CLS DC-10) require you to follow a procedure (as above) to shut the plane down.

Do as alex said, except use "cold and Dark" as your default flight. If you also turn off gradual transition under view settings, it will remove that too. I have a CO 738 flight outta Honolulu as my default atm...
